The Shadow Order was formed during Blood War III by deserters from both factions who refused to continue the endless conflict. Originally 200 survivors hiding in the Shattered Wastes, they evolved into a sophisticated mercenary and intelligence network over centuries. By Blood War V, the Shadow Order was powerful enough to tip battles for either side. Today they maintain their neutrality through information brokerage and strategic assassination.
